THE CHALLENGE
The grouping of crime, poverty, homelessness, and addictions. This is a major crisis and should be the biggest priority to address. 
WHY IT MATTERS 
 Lives and families are being destroyed with many people falling into despair. Governments have failed our vulnerable community. We are witnessing a loss of humanity. Addictions know no prejudice, affecting all walks of life. Livability is adversely affected. Emergency service demands are at an all-time high.
KELLY'S PLAN 
 These are extremely complex problems and situations. Supports are in place but the need continues to grow. There needs to be a collective team comprised all levels of government (the feds, province, city, AMC, and the MMF), the agencies and support providers, and the community to get moving to get results today. There needs to be a total collaboration with supports and efforts for the people by the people.

The initiatives should include increased funding and program development for rehabilitation, skill development, social services, and supportive housing, and more.
The hammer needs to be dropped down on those in the drug business - the dealers, distributors, manufacturers, the importers, and leaders. The city needs to continue to lobby the provincial and federal governments for bail and parole reform. The city must invest in solutions and training to improve the effectiveness and response of emergency services.
